Before going into battle in a Georgia Kangaroo
traffic Kourt you must clearly understand that there are different
legal requirements to be met by the
Georgia State Patrol Troopers
versus all other
Georgia
law enforcement officers. This also applies as well to the type of
device used to obtain your speed -- whether it is Radar, Laser,
VASCAR or Speedometer Pacing.
This document, in a nutshell, outlines those legal
requirements that the state must meet in order to obtain a
successful speeding prosecution of you. But ONLY if you know how to
make it so and subsequently hold them accountable to the law.

Even if the speed
detection device results are
NOT admitted, thrown out, you still
have established a violation by giving your opinion of the
defendants speed.
This is called a
“Visual
Estimate of Speed”
(in other words, it is a guess). The officer’s “guess” of your speed
will be accepted by the court and you will be found GUILTY
on
just the officer's guess. This
visual estimate of speed is what the prosecutor and officer will
fall back on when you are successful at getting the radar or laser
evidence thrown out.

although admissible, visual estimates of the velocity of motor
vehicles are inherently unreliable. This defense has been trial
