In May of 2004, I the author of the Georgia $peedingTICKETKILLER was driving thru downtown Powder Springs via Marietta Street. Picture the scene; it was 3:30AM on a dark Sunday morning, I was the only vehicle on the road and I was stopped by Powder Springs police officer Phillip L. Cadwell and was issued a speeding citation.

Officer Cadwell had earlier hidden his patrol car in the parking lot behind a Baptist Church, and was standing down at the road on the sidewalk, hiding in the shadows of a street light behind a utility pole operating a LASER gun speed detection device.

Powder Springs had just recently and “unlawfully” lowered their speed limit on Marietta Street from 35 to 25 MPH. For proof of that allegation (Click Here).

Georgia law under the Official Code of Georgia (OCGA) pertinently requires that all persons in the state of Georgia operating speed detection devices be certified by the Georgia Peace Officers Standards and Training Council as operators of Speed Detection devices.

Thru the use of Georgia’s open records act, I was able to obtain copies of both the LASER gun annual Certificate of Calibration as well as Officer Phillip L. Cadwell’s POST training records.

As of 4/26/2006, Officer Phillip L. Cadwell of the Powder Springs Police Department has NEVER been certified by the Georgia Peace Officers Standard and Training Council as an operator of a LASER Speed detection device, and as such, all speeding tickets ever issued by this Powder Springs Police officer using LASER were issued unlawfully.

In May 2004, Powder Springs Police Officer Phillip L. Cadwell while using a Laser Atlanta SpeedLaser speed detection device serial # 22220 (Click Here) issued a speeding citation to James Jameson.

It is clear from the documents presented on this webpage that officer Cadwell has never been certified by the Georgia POST council as an operator of a LASER speed detection device, and that officer Cadwell is only certified to legally enforce the speed laws with radar.

As such, this speeding ticket and all other speeding tickets ever issued by Powder Springs police officer Phillip L. Cadwell via a LASER speed detection device have been issued unlawfully.

While helping others during my ongoing proprietary research, I have discovered that more than half of all LASER speeding tickets that have been issued by Georgia law enforcement officers, have been issued by officers that have never been certified by the Georgia Peace Officers Standards and Training Council as operators of LASER Speed Detection devices.
